Project Governance"The importance of project governance is underestimated on most projects. This involves tracing the executive relationships to the top of the organization. Is there a clear path for all decisions to be made? How effective are the escalation procedures?" Common Problems"The table below identifies some of the common problems within the project governance category, key considerations, and some suggested questions that can be included in your assessment questionnaire."
Problem Description
| Considerations
| Suggested Questions
| Lacking
| A project manager needs the support of an executive governance committee to succeed
| Who owns this project? Who owns the different pieces of the project? How often are they available?
| Ineffective
| A governance group needs to be involved in key decisions on the project. A process for incorporating the governance group in a timely and effective manner needs to be implemented by the rescue manager.
| Does the governance group provide any meaningful guidance to the project? How accessible are the executives?
| Different priorities
| A governance group may have different priorities than the project team. This is a disaster waiting to happen. The rescue manager needs to ensure that this is not the case, and needs to bridge this gap if it is.
| What are the priorities of the governance group?
| No clear involvement
| A rescue manager can set regular meetings and agenda with the governance group. The governance group does not actually have to make changes to the project if things are proceeding well.
| How often does the governance group meet? What do they discuss? Who's in the governance group? How do they receive accurate project status?
| Overly active
| The governance group should also not be overly activist on a project as this may result in significant impact to the schedule and morale.
| Does the governance group micro-manage the project?
