In particular, you need to ensure that all barriers that prevent the resources from becoming available in a timely manner are removed."

"Project teams are often screaming for additional resources that can be justified, but obstacles such as cumbersome processes, disconnect between finance and the team, or fulfillment capabilities stand in the way. Conducting the project rescue without getting these out of the way will infuriate the project team and derail the initiative. These resources must be documented in the project plan. Any hurdles encountered in acquiring the resources in accordance to the plan should be managed by the project's management and change management processes."
